Setting boundaries: A way of caring

In Sitamarhi, majority of primary and middle schools are without boundary wall. Majority of existing school boundaries have fallen into disrepair, security requirement or the existing boundary not presenting the public face of the existing or new premises of the school. Permanent delineation of the schools land is a major factor for the choice too. At the time of mid day meal, privacy is also a factor to consider for the choice and to screen the service area from road or residential properties, security is the major factor for that choice. For the schools adjacent to roads or  pond, boundary works as life guard of the students. Making positive image of school ground boundary can have a good influence. Department has made the school boundary as the permissible activity and panchayats have also chosen adequate schemes for the same

Planning permission was required for boundary wall. District Magistrate took an initiative, called a meeting of Programme officers, Junior engineers and Block education officers with the agenda of execution of boundary wall schemes. Circle officers were directed to delineate the land of schools in their area. District technical team made a model estimate for the school boundary scheme. Programme officers were directed to prioritize the school for execution. Identification of damaged school boundary was an additional task for the block level functionaries. DRDA started monitoring the progress of execution on daily basis.

Result is encouraging, 174 boundary wall schemes are ongoing in the district. with damaged walls new walls were erected within the site and existing walls were refurbished to match. Some secondary schools were also chosen for boundary. Education authorities are also interested for security, privacy and appearance of the school.

An Example:

There is a primary school (Primary school Majhaur Deodhi) in Majhaur panchayat in Nanpur Block. There are 200 students in the school. The school is located at the bank of a pond. After experiencing erosion in rainy season the school building got closer to the water level of the pond. Now it was a life threat to the students and the school building. Now it was a need to stabilize the building through retaining wall and a boundary wall  to get the students protected from the pond. Panchayat planned a boundary wall as a solution of both the problems. It was a challenge for the technical team to design a boundary wall that would work as a retaining wall too. Finally it was started with an estimated cost of Rs. 284700

And the GP has started the work in the supervision of the technical team.

Now a boundary is in finishing stage than protect that can protect the school and student both.
