Motivating rural work force in Bihar
Motivating rural work force in Bihar
In this age we are witnessing the great deal of government schemes for rural people. We are acknowledging the same in the field also but not up to that extent. We are not making the total beneficiaries interested in the way as it should be. We can see some good reason behind this reluctance. In any scheme we have the people as beneficiary in the different manner not as much as per the planning. The suffering of total interest generation can hamper the schemes in various ways. Despite of the government agencies and prd department’s effort some basic practices should be obviated.
We can place right thing into right places only after we get the rural people motivated and well aware about government schemes for rural people. As for example we can make all things done properly in MNREGS after we get regular work demand from the labours. As we see in Bihar sole cause of mishandling and under performance is lack of work demand from the real beneficiaries. People with real need also do not bother to ask for the work verbally or written, they join the work only after been invited by someone.
In livelihood programmes they join the group only after total misinterpretation of the scheme, most of them are interested in getting the subsidy amount to use and refund the interest part.
In IAY people get the first installment for their home and starts using in other way and most of them fails to take the second installment after years and next time they try to get again first installment for his son and someone else from his family.
Involving and motivating rural work force:
How can we get rural people interested properly in government schemes? They might think, they are going to be burdened initially when we ask to do it properly, besides the government efforts we can take some initiatives to get it achieved.
Have direct contact with the rural prospect beneficiaries: We can make a parallel group to the rural people to the hyped public representatives to take care and have personal chat with the prospect beneficiaries. The group consist the genuine beneficiaries of the schemes, they can lead the other people towards get the things done in proper way. We can get the invaluable feedback from them and we can manage to indirect contact with the unreachable rural people.
Organising the open door activity with the government concerned department: Starting from the coordination from various function, agencies or department can make the process easy.
Promote or crush the unyielding resources: We can promote the unyielding resources as pine tree juice, unorganized area fodder and some locally grown fruits lower in demand. And discourage the produce which cannot be promoted like banned plants.
There are so many tools, we need only to start and follow step by step.
