Agricultural Roadmap IV And Promising Role Of Agroforestry

The fourth agricultural road map, also known as “Agricultural Roadmap IV: Pushing Agriculture to the Next Level,” was recently launched by the Bihar government.The roadmap aims to transform the agriculture sector in Bihar and ensure sustainable agricultural growth. It focuses on areas such as irrigation, crop diversification, mechanization, marketing, and value addition. Some key features of the fourth agricultural road map include increasing irrigation facilities by promoting the construction of farm ponds, rejuvenating and reviving traditional water bodies, and promoting micro-irrigation techniques.

The roadmap also emphasizes crop diversification by encouraging farmers to shift from traditional crops to high-value crops like fruits, vegetables, and oil seeds. It promotes the use of improved seeds, organic farming practices, and crop rotation to enhance productivity and income for farmers.

To ensure mechanization in agriculture, the roadmap focuses on promoting farm machinery and equipment, imparting training on mechanized farming techniques, and providing subsidies for purchasing agricultural machinery.

Additionally, the roadmap aims to enhance marketing and value addition by setting up modern market yards, providing better storage and warehousing facilities, and promoting food processing industries in the state.The fourth agricultural roadmap in Bihar is designed to address the challenges faced by the agriculture sector and improve the overall agricultural productivity and income of farmers in the state.

Challenges:

In Bihar, the lack of sufficient land per family has resulted in a decline of interest in agriculture. Furthermore, in other states, people are exploring alternative livelihood options which are diverting their attention from farming. In such circumstances, farmers are considering afforestation as a better option for their lands. This move is not only driven by the scarcity of usable fertile land but also by the need for sustainable practices.

With the limited availability of agricultural land, farmers find it challenging to pursue their traditional occupation. As a result, there has been a gradual reduction in the enthusiasm and interest towards farming. Moreover, in other states, people are discovering various means of livelihood, which is adding to the reduction in agricultural activities.

To combat this issue, farmers in Bihar are increasingly opting to plant trees on their lands. Afforestation offers a viable and sustainable alternative that utilizes unproductive land effectively. By converting their land into green cover, farmers can contribute to the environment and also generate income through forest produce.

Afforestation not only helps in achieving their financial goals but also brings numerous environmental benefits. Trees act as a barrier against soil erosion, preventing the loss of topsoil. They enhance the fertility of the soil and contribute to its long-term health and productivity. Planting trees also aids in groundwater recharge and water conservation, which are crucial for sustaining agriculture.

Moreover, afforestation plays a significant role in combating climate change. Trees absorb carbon dioxide and release oxygen, acting as natural carbon sinks. This process aids in reducing greenhouse gas emissions, mitigating the impact of global warming, and maintaining a stable climate. Additionally, forests support biodiversity by providing a habitat for various flora and fauna, thereby conserving ecological balance.

To support farmers in their afforestation endeavours, government schemes and initiatives have been introduced. These programs provide assistance to those who are willing to undertake plantation activities. They provide necessary resources like saplings, training, and financial aid to farmers, enabling them to carry out afforestation on a limited scale as well. These schemes help in making the optimal use of the available land, benefiting both the farmers and the environment.

In conclusion, the limited availability of agricultural land and the search for alternative livelihoods have led farmers in Bihar to consider afforestation as a better option. Afforestation not only utilizes unproductive land effectively but also offers numerous environmental benefits. The Agricultural Roadmap of Bihar State addressed agroforestry through the following strategies:

 

  1. Promoting Integrated Farming Systems: The roadmap emphasized the importance of integrating forestry and agriculture to enhance soil fertility, water conservation, and overall farm productivity. It encouraged the adoption of agroforestry practices such as alley cropping, windbreaks, and boundary plantations.
  2. Capacity Building and Training: The roadmap prioritized capacity building and training programs for farmers to create awareness about the benefits and techniques of agroforestry. These programs aimed to equip farmers with the knowledge and skills required to implement agroforestry practices effectively.
  3. Financial Incentives and Support: The roadmap outlined financial incentives and support mechanisms to promote agroforestry. This included providing subsidies for procuring tree saplings, equipment, and necessary inputs for establishing and maintaining agroforestry systems.
  4. Research and Development: The roadmap highlighted the importance of research and development in agroforestry. It called for collaborative research projects involving agricultural universities, research institutions, and other stakeholders to study and develop sustainable agroforestry models suitable for Bihar’s unique agro-climatic conditions.

By integrating agroforestry into the Agricultural Roadmap, Bihar State aimed to improve the ecological, economic, and social sustainability of the agricultural sector while ensuring the conservation of natural resources and enhancing farmers’ livelihoods.

A campaign to promote agroforestry aided by MGNREGA in Motihari

Through coordinated efforts, the Living Dovetails campaign and Bihar’s agricultural roadmap can create a synergistic approach towards a resilient and prosperous agricultural future for the East Champaran district. MNREGA through its schemes and programmes that primarily focuses on plantation and water conservation aligns with the agricultural roadmap of Bihar and is already supporting it.
